    Strengthening Permanency Series
    Installment 4: Sustaining Permanency After Finalization: Supporting
    Long-Term Adoption Success Through Stages 4 & 5

    This training is the final installment in the Strengthening Permanency Series and focuses on Stage 4: Post-Finalization Stabilization and Stage 5: Long-Term Permanency Maintenance. Participants will examine how permanency evolves after legal adoption is achieved and explore required, best, and evidence-based  practices that support long-term family stability. Emphasis is placed on proactive post-adoption support,  developmental transitions, caregiver resilience, permanency preservation, and practical tools professionals can use to identify concerns early and strengthen family outcomes across the lifespan.

    Learning Objectives
    Participants will be able to:
    1. Identify common challenges and developmental transitions that may impact adoption stability after finalization.
    2. Explain required, best, and evidence-based practices that support post-finalization permanency and longterm family stability.
    3. Apply practical permanency preservation tools, including the Placement Temperature Scale and Developmental Transition Planning framework, to case scenarios.
    4. Analyze risk and protective factors associated with post-adoption instability and caregiver stress.
    5. Develop strategies for implementing proactive, relationship-focused support systems that strengthen permanency outcomes over time.


    Target Audience
    Caseworkers, permanency specialists, adoption and kinship professionals, foster care supervisors, mental health providers, and agency leadership engaged in permanency planning and family support.

    Angela Mitchell, PhD

    Your instructor

    Dr. Angela Mitchell is a licensed psychologist with more than two decades of experience in psychological  assessment, clinical supervision, and workforce training for mental health and public health professionals.  She specializes in translating complex psychological concepts into clear, practical tools for practitioners,  educators, and community-based providers. Dr. Mitchell has trained hundreds of clinicians, case  managers, and early-career professionals across the nation and has delivered keynotes and professional  development sessions for organizations such as the Lubbock Department of Public Health, as well as  churches, schools, and early learning centers throughout Tarrant County. Her expertise includes trauma-informed  practice, behavioral assessment, executive functioning, and culturally responsive care. Known for her engaging, no-nonsense teaching style, Dr. Mitchell is committed to helping practitioners build competence, confidence, and clinical integrity in their work with diverse populations.
